Purpose of the Board of Trustees
The general administration and responsibility for the proper operation of the System is vested in the Board of Trustees, as outlined in 24 V.S.A. § 5062. Effective July 1, 2010, the Board consists of five members: the State Treasurer, two employee representatives elected by the membership of the system, and two employer representatives--one elected by the governing bodies of participating employers of the system and one selected by the Governor from a list of four nominees. The list of four nominees is jointly submitted by the Vermont League of Cities and Towns and the Vermont School Boards Association. The Chair is elected by the Board and acts as executive officer of the Board.
A Trustee serves as a fiduciary of the System and is responsible for governance of its operations, policies and administration. Trustees are expected to attend all business meetings. In-house business meetings are typically held quarterly in the State Treasurer's Office in Montpelier, and conference calls are occasionally held during the interim, or as determined by the Board of Trustees. The average number of meetings per year ranges between six and 10. Trustees are eligible for a per diem, unless the Trustee is a State employee or a municipal employee whose compensation is not reduced while performing trustee functions. All trustees are reimbursed for board-related expenses incurred.

Open to the Public
Board of Trustees meetings are open to the public. Interested parties are welcome to attend at any time. In-house meetings are typically held on the 4th floor of 109 State Street, Montpelier. Any administrative appeal or other claim should be addressed to the Board in writing for action at its next meeting. The Board generally meets once a month.
